Leo Thüer

Leo Thüer is a pre-doctoral research fellow in the TRIAS/Balancing Acts project of the research groups Politics of Digitalization and Global Governance, where he conducts interdisciplinary empirical and conceptual research on how European digital policy shaped over the last four decades and against the background of the growing geopolitical rivalry between China and the US. His research picks from policy studies, discourse analysis and genealogical criticism in order to investigate the various ways in which the digital transformation challenges (neo)liberal government(ality).

Preaviously, he studied Political Science, Public Law and Literature (FU Berlin, Université Paris VIII) and worked for several digital rights NGOs in Berlin, Paris and Brussels. While working as a student assistant in the research group "Politics of Digitalisation" at the WZB (2019-2023), he has mainly supported Dr. Julia Pohle in researching the discourse of "digital sovereignty" in its historical development and current significance for internet governance, as well as Ronja Kniep in field sociological research on transnational surveillance by intelligence agencies.
